The attribution of the status of a specially protected water body to the Lena River is considered impossible in circumstances where the river is the main transport artery, a fishing water body, its use in winter as part of a federal, republican and municipal road. The Lena River is the main water body that provides household and drinking needs for 8 large settlements of the republic. Currently, 112 legal entities are water users of the river. The creation of PAs will lead to violation of the rights of citizens to free access to the water body and its resources, prohibition or restriction of its use by transport structures.
The establishment of a special protection of the Lena River means that the water body is completely or partially, permanently or temporarily withdrawn from economic activities. On the territory of the PAs, any activity that contradicts its tasks and the regime for special protection of its territory is prohibited, for example:
— Research and development of minerals, disturbance of soil cover.
— Preparation of medicinal plants and technical raw materials, as well as other types of forest use.
— Mowing, grazing, accommodation of hives and apiaries, collection and harvesting of wild fruits, berries, mushrooms, nuts, seeds, flowers and other uses of the plant world.
— Construction and placement of industrial and agricultural enterprises and their individual facilities, construction of buildings and structures, roads and overpasses, power transmission lines and other communications, with the exception of those necessary for the operation of PAs.
— Fishing, sports and amateur hunting, other uses of the animal world, except for the cases provided for each PA separately.
Currently, 12 protected areas of the federal, republican and local significance located on the Lena River Basin contribute to the protection and preservation of its unique natural components. In the basin of the Lena River there are:
1) The nature park “Lena Pillars” (Khangalassky ulus, area 1.353.000 ha);
2) Resource reserve “Pilka” (Lensky district, area 233.194 ha);
3) The state nature reserve “Hamra” (Lena region, area 241.269 ha);
4) Resource reserve “Cherendey” (Olekminsky district, area 1.814 ha);
5) Resource reserve “Beloozersky” (Namsky ulus, area 62.095 ha);
6) Resource reserve “Belianka” (Kobyaysky ulus, area 335.995 ha);
